VALENCIA, MPA

John is an emergency management and military professional with over 25 years of service in the public and private sectors. In addition to performing emergency management/business continuity consulting, John currently serves in the U.S. Marine Corps Reserve as a Colonel (O-6), where he supports Marine Corps emergency management capabilities throughout the western United States. From 2014 to 2019, John served as Executive Director of the City of San Diego’s Office of Homeland Security (OHS); in that position, he coordinated citywide, multi-department emergency plans, training, exercises, and operations. John originally joined OHS in 2008 and held progressive positions as Supervising Homeland Security Coordinator and then Program Manager. John also served for 12 years on active duty in the U.S. Marine Corps, during which he gained exhaustive experience in Defense Support of Civil Authorities (DSCA), Humanitarian Assistance/Disaster Relief (HA/DR), emergency management, and physical/homeland security. John serves on the Board of Advisors to both the San Diego Cyber Center of Excellence and the San Diego Foundation Disaster Recovery Fund, and he graduated from the University of Southern California with a BA in History and from the University of Oklahoma with a Master of Public Administration degree.
